I want so bad to make this deck work, as it is the best Hero idea I have. I won my first two games with it, then dropped four straight. As a result I've made some changes. I dropped a Lightsaber in favor of a Vibroknife (I only have one) for upgrades. In my four game losing streak my opponents targeted Rey, leaving Qui-Gon vs two or more, and he would dispatch one before losing to the other(s). In hopes of changing this I dropped supports to include 'Caution' as an event in hopes of keeping Rey alive.

It may be worth trying out Force Protection to take advantage of Qui-gon's ability, as well as throwing in Your Eyes Can Deceive You. Regular lightsaber over lukes could be best since it has redeploy, and Echo Base - Hoth gives you an advantage here as well. Those are my thoughts, good luck!

One upgrade to consider is comlink. It is very effective when you have a bunch of bad dice in the pool. Or can break it up if the opponent is showing huge damage. I don't think R2-D2 is doing you any good. Synchrocity is a must IMO.

Some changes I would make depending on the cards you have:

Drop the R2 and the Force Heal. Add another Lightsaber and Jedi Robes. Both cards are in the starter set.

Drop Force Training if you have a second Rey's Staff.

You should probably get 2 Synchronicity if you don't have them, imo they're the strongest cards in Qui/Rey. Depending on your meta I would also add 2 Deflect and 2 Overconfidence.

Other interesting cards that shouldn't be to expensive:

Makashi Training: Really strong card with added dice mitigation

Force Illusion: Acts like dice mitigation

Journals of Ben Kenobi: Play early game, overwrite with a 3 cost upgrade; also has card draw

Return of the Jedi: Really strong with Synchronicity, 8 unblockable damage for 2; can also be used to get a guard back

On the battlefield you should really consider using Echo Base - Hoth or my preferred battlefield Secluded Beach - Scarif. Imperial Armory doesn't fit into the gameplan of this deck. If you don't have those use Frozen Wastes - Starkiller Base which is also included in the starter.

In an all blue deck, wouldn't you love an It Binds All Things ?

I have 2 in my deck, to increase chance of getting it early. The second is mostly used for reroll-discard.
