Based on ruling that moving upgrades ignores play restrictions. Should note that you can remove the tie pilot die unless it has two die and are both showing damage. Wanted to do Vader first order trooper but was disappointed to find the wording of the card Training only makes a character elite so it wouldn't have done anything. I am not sure if the deck has enough dice control or resource generation but everything, except Rise Again and Force Push, is two or under. Card proportions are based on personal collection and not what I think would be best.

This is not legal. Cargo hold does not ignore play restrictions. It was in the faq

I think it does ignore play restrictions so that will work

@Vegetacan you please link the faq you are referencing. I have been unable to find it and have only found conjecture from other players.

@Vegetathe link is also pertinent as the ruling would add a rule not previously specified. Reading your comment, without a link, gave me a bad case of curiosity so I googled FAQ's concerning Cargo hold and came across this comment by netherspirit1982 at community.fantasyflightgames.com which referenced me to the play restrictions section of the destiny rule book on page 19. The section tells that play restrictions are only taken into account when playing the card. It does not mention moving and specifically states "Upgrades do not get removed from a character if the play restriction is no longer fulfilled. The character must only fulfill the play restriction when the card is first played". While I am aware that this was in response to Sith holocron, as the expansion was not out at the time of this ruling, the end part of that excerpt seems to deem this a legal tactic.
