The basic idea is to use Unkar to build up resources, then toss out Crime Lord (preferably by using Ace in the Hole to save resources) and claim the Emperor's Throne Room to kill off their characters. New Orders and Ascension Gun can both be used to get at your battlefield if you lose the initial roll, and everything else is there to keep you alive and control the opponent.
