So, this is a bit of a weird deck. Let me explain the plan.

Go First Always

Basically, by that I mean, every chance you can, claim Fort Anaxes. With Fort Anaxes, you activate Rebel Traitor, forcing the opponent to activate their character for their next action, which immediately activates Jango. Then, use the other Rebel Traitor to do it AGAIN, and also probably remove some damage, dealing it to the Traitor through Guardian. By doing this first (before playing any Upgrades) you force the opponent to play without new Upgrades for that turn. This can REALLY slow down the opponent. Most of your key damage upgrades are Ambush anyway though, so you can also play them and STILL get the chain going, letting you activate your characters with upgrades. This gives you a HUGE early-game advantage.

That said, here's the Mulligan Priority List

1) Any Ambush Upgrade

2) Infamous

3) Fast Hands

4) Slave I

5) Any Event since all of them are dice removal, or Chance Cube/Blackmail for Resource Generation.

In the worst case scenario where you DON'T get to use Fort Anaxes, then you can still do most of the same tactics, you just won't be able to protect Jango as easily. If your opponent is claiming the Battlefield more than you, it's not the worst situation. You can still force their actions down a specific path, limiting their options while letting you do what you want.
